Developer Ira Berne built Westbury in the 1950s and 1960s, naming it after Westbury, New York, and opened Westbury Square shopping center in 1960. Part of the land had been Sam Houston Airport, which ended flight operations around 1953. Census figures show the 1960s as Westbury's peak building decade.
